Hartford Area Project Care, formally known as Start to Care, had its first meeting in June of 2003. Hartford Area Project Care (HAPC) is local 501(C)3, not-for-profit organized to ensure the success of youth in the Greater Hartford community. Recognizing the existence of at-risk behavior among our local youth and after careful research, HAPC chose the researched based 40 Developmental Assets™ approach as the foundation and philosophy of our organization. Hartford Area Project Care collaborates with existing organizations and agencies to increase programming for young people in our community so they can engage in positive, formational activities under the guidance of adult role models.

Funding is vital to the sustainability of Hartford Area Project Care, but also poses the greatest challenge. There are opportunities to obtain foundation and grant monies to fund specific programs and activities. Operating expenses are generally not included in this funding and alternative sources need to be secured. HAPC is working to establish financial partnerships with local business, service organizations and contributors to secure a base of annual funding for operating costs.
